Create a new Requirement and add it to the model

Make sure it has a title
Make sure the description has a line like #reqid "1b3d8930-315e-47ff-a373-8f65b1066694"
Create the issue with the label requirement

Once the issue is created (network reply), reload the model to show the new requirement in the list.
