IVE: A PI that is of kind Cycic shall have zero parameter

A PI that is of kind Cycic shall have zero parameter, implying that:

  • the "+" button in the Parameters tab shall be disabled when the interface is of kind Cyclic
  • if the user changes the kind of an interface that already had parameters into Cyclic, an error shall be raised
